Biden Backs FISA Bill as Speaker Mike Johnson Moves Again to Renew Spy Powers Authority

President Joe Biden on Friday backed a bill that House Speaker Mike Johnson (R-Louisiana) wants to pass that would reauthorize the controversial surveillance bill.

President Joe Biden’s administration is HR 7888, the Information Reform and Protection of America Act (RISAA), a bill that reauthorizes Section 702 of the Communications Decency Act. Section 702 is a law intended to target foreign adversaries, but it often monitors Americans’ private communications without a warrant.

House Republicans on Wednesday repealed the rules that would have allowed RISAA to vote. Mr Johnson vowed to try again on Friday.

The Biden administration also opposed an amendment by Rep. Andy Biggs (R-Ariz.) that would have required a warrant to search Americans’ communications.

“Our intelligence, defense, and public safety communities are united. The widespread harm of this proposal cannot be diminished. Therefore, the administration strongly opposes this amendment.”

In response to a White House statement, Biggs said, “Of course Joe does not support the warrant request. His weaponized federal law enforcement apparatus will no longer be able to spy on American citizens.” please.”

Biggs is the sponsor of the House Judiciary Committee’s Protecting Liberty and Ending Warrantless Surveillance Act, which has been hailed as one of the most important privacy reform bills in generations. .

@HouseGOP Do you support Joe Biden or do you support Americans and their constitutional rights? We’ll find out tomorrow,” Freedom Caucus I have written.

At Tuesday’s Rules Committee hearing, Rep. Thomas Massie (R-Ky.) said: asked a question House Intelligence Committee Chairman Mike Turner (R-Ohio) said that under RISAA, the FBI director must notify Congressional leadership about searches of members, and members must notify members of Congress. Told.

The bill would also require the FBI to obtain permission from lawmakers to conduct defense investigations into alleged counterintelligence threats.

This is how Rep. Darin LaHood (R-Ill.), a member of the House Intelligence Committee, revealed that he believed the FBI was monitoring him through Section 702 without “restrictions” in 2023. trying to address the controversy of the year. The FBI later claimed this was a defensive counterintelligence operation.

If RISAA were enacted, Americans would not enjoy the privileges of Congress.

Massey writes: “I asked Chairman Turner of the Intel Committee about the special treatment that members of Congress are receiving in the proposed FISA bill. In exchange for requiring Congress to ban unconstitutional spying, it would require warrants for all Americans. All you have to do is get a warrant!”
