President Biden is reportedly set to propose several amendments to the U.S. Constitution on Monday to fulfill his campaign promise to reform the Supreme Court.
Biden on Wednesday reversed the president’s longstanding resistance to reforming the Supreme Court, saying it would be one of his top priorities for the remainder of his term. Biden announced Sunday he would not seek reelection following growing pressure from Democratic leaders for him to step down after his scathing performance in a June debate.
According to a Politico report, the president is expected to propose setting term limits for Supreme Court justices (which would require a constitutional amendment) and creating an enforceable ethics code that could be enacted by Congress.

Biden is also likely to voice support for a constitutional amendment that would limit the immunity of the president and certain public officials, following the Supreme Court’s July ruling that a president cannot be prosecuted for “official conduct” while in office. The ruling stems from a case involving former President Donald Trump.
The Framers of the Constitution intentionally made it difficult to amend the Constitution. Amendments must be passed by a two-thirds majority in both houses of Congress and then sent to the states for ratification. For the Constitution to become the supreme law of the nation, it must be approved by three-quarters of the 50 states, or 38 states.
“Today’s decision continues the court’s recent attacks on a wide range of long-established legal principles in our country, from the evisceration of voting rights and civil rights, to the stripping away of women’s right to choose, to today’s ruling that undermines the rule of law in this country,” Biden said in public after the Supreme Court handed down its decision.

Politico reported that details of the proposal have not yet been finalized and are subject to change. The White House did not immediately respond to a request for comment.
In an Oval Office speech Wednesday explaining his decision to withdraw from the 2024 race, Biden said reforming the Supreme Court was “critical to our democracy.”
