The new law will affect about 2,400 California businesses, the state said. Companies must provide test strips for free or at a very low cost upon consumer request.

Test strips have been commercially available for several years and are frequently distributed at U.S. military bases, universities, and other locations.

State Rep. Josh Lowenthal, who owns three restaurants, reportedly introduced the bill to prevent sexual assault.

“We have a crisis of sexual assault that primarily targets women and members of the LGBTQ community,” Lowenthal said in a video presentation to Congress. He is a father of three daughters and said this crime is underreported. “As an example, my staff has a roof over their heads and members of the Legislature have a roof over their heads.”

California is currently the first state to enact such a law.
