California Blocked from Federal Sex Education Grants
The Trump administration’s Health and Human Services (HHS) has denied California federal grants intended for sex education, primarily due to the state’s refusal to eliminate mentions of gender identity in its curriculum.
On Thursday, the HHS cut California’s funding from the Personal Responsibility Education Program (PREP), a significant move in the ongoing debate about gender education.
Previously, the Administration for Children and Families (ACF) had instructed California to remove all references to gender ideology from its PREP materials within a specified timeframe, arguing that such discussions fall outside program guidelines.
California officials, however, have voiced strong support for their curriculum, which they assert is medically sound, comprehensive, age-appropriate, and inclusive of gender identity to uphold student dignity.
The state currently has a 30-day window to appeal this decision.
Governor Gavin Newsom’s office expressed surprise at the funding cut, learning about it through the media rather than direct communication. A spokesperson stated they were still assessing the HHS correspondence and emphasized the program’s evidence-based methodology and effectiveness.
In March, the HHS had requested all materials related to teen pregnancy prevention and sexual health from California’s PREP for a review focused on medical accuracy.
During this review, Acting Assistant Secretary Andrew Gradison had directed the state’s Department of Public Health to eliminate gender ideology content from the PREP lesson plans within thirty days.
Yet, the HHS’s latest announcement indicated that the state’s curriculum still contained multiple references to gender ideology. These lessons included concepts that differentiate gender identity from biological sex and affirm the notion that boys could identify as girls and vice versa, as outlined in a termination letter sent to state officials.
The termination letter noted California’s health department had recently responded that it would not alter its educational content, maintaining that it is medically accurate and pertinent.
Gradison countered, stating that gender ideology “is not supported by the weight of science” and affirmed that canceling all California State PREP grants was therefore justified.
The department has a month to file an appeal. Gradison underlined the current administration’s stance against using taxpayer money to promote what he termed indoctrination.
“Accountability will follow for any state that utilizes federal funds to teach children delusional gender ideology,” he stated.
President Trump reaffirmed his administration’s position, emphasizing that any California school district that fails to comply with federal transgender policies would not receive funding.
“Any California school district that doesn’t adhere to our transgender policies will not be funded,” Trump stated in a post.
Conservative perspectives often highlight several points regarding the perceived lack of scientific backing for gender ideology:
- Biological sex, defined by XX or XY chromosomes and reproductive anatomy, is considered fixed and determines gender.
- Gender dysphoria is regarded as a mental disorder that should be treated through therapy, rather than by affirming one’s perceived gender identity.
- Introducing minors to concepts of gender diversity or nonbinary identities is asserted to be a form of “social engineering.”
- The absence of robust longitudinal data on the impacts of early social or medical transitions undermines the argument for it being “science-backed.”
