Charges Dropped Against Colorado Man Found Mentally Incompetent

The 18th Judicial District Attorney’s Office in Colorado announced that a man, Solomon Garrigan, who was accused of attempting to lure an 11-year-old boy, will not face charges due to being deemed “mentally incompetent to endure the trial.”

Garrigan, 33, allegedly tried to grab a child during a break at Black Forest Hills Elementary School in Aurora back in April 2024. Although the DA’s office hasn’t officially dismissed the charges yet, it indicated that this needs to happen by the end of the month.

In court documents, Garrigan, who identifies as a transgender woman, is referred to using female pronouns alongside “Mr. Garrigan.” A spokesperson from the DA’s office mentioned, “We are legally obligated to dismiss the charges when the defendant is found to be incompetent in proceedings. Our hands are tied based on the discovery of capabilities.”

Aurora Police have confirmed that Garrigan is a registered sex offender with previous headlines connected to the Pueblo County Sheriff’s Office. Following his arrest, he was assessed and found unfit for trial.

Public records show that Garrigan began hormone therapy in 2011 as part of a gender transition. Recent photos on his profile, from 2018, display him in a mirror wearing a wig and sporting painted nails.

Video from the incident in 2024 shows Garrigan approaching a group of children in the schoolyard. The kids reportedly scattered and returned to their teacher while one boy was being pursued, eventually giving him a chance to escape as Garrigan fumbled with blankets he was carrying.

In response, parents sent a ten-page letter to school administrators urging improved security measures. The district then initiated an investigation, leading to the principal’s dismissal and the establishment of enhanced safety protocols for outdoor events.

The Aurora City Councilman Daniel Julinski mentioned his ongoing efforts to recall District Attorney Amy Padden, stating, “Amy Padden will be reminded on her part by not supporting the law and punishing criminals.”
