Four sources familiar with the plan said only 294 staff from the agency will be allowed to maintain employment, including only 12 of the African Bureau and eight of the Asia Bureau.
“That's outrageous,” said J. Brian Atwood, who headed USAID for over six years. He added that mass termination of staff effectively kills institutions that help prevent tens of millions of people around the world from dying.
