Convicted Ballot Harvester Is Appointed Vice-Mayor of San Luis

A convicted ballot collector has been named the new vice mayor of San Luis, Arizona.

Harvester Gloria Torres was appointed on December 13th.thjust months after she pleaded guilty to voter fraud in June 2023.

Torres, along with Nadia Guadalupe Lizarraga-Mayoquin, was first indicted in October 2022 on two sixth-degree felony counts of conspiracy and ballot abuse.

The charges come after a two-year investigation conducted by the Arizona Attorney General's Office with assistance from the Yuma County Sheriff's Office.

David Lara and Gary Garcia Snyder of Yuma County first exposed the harvesting operation through hidden video surveillance outside a San Luis polling place in July 2020.

In addition to Torres and Mayorquin, former San Luis Mayor Guillermina Fuentes and local resident Alma Yadira Juarez were also convicted in 2022 based in part on video evidence.

Mr. Torres was appointed on the recommendation of Vice Mayor Luis E. Cabrera and Councilman Matias Rosales, and was approved by the City Council in a 4-3 vote.

After pleading guilty to ballot harvesting, Torres was sentenced to two years of “supervised probation pursuant to formal sentencing” and was forced to report to the Adult Probation Office on the day of sentencing.
