The conference center is a ghost town this morning as we wait for signs of movement in negotiations. Gone are the large crowds and packed food halls. Organizers are busy dismantling the pavilion and tent network erected around the Olympic Stadium here in Baku. The struggle for food, water, and toilet paper is becoming more serious.
