U.S. Secretary of State Marco Rubio described the event as “highly unusual” during a diplomatic event, calling for caution and the need for a detailed investigation rather than jumping to conclusions.

“This type of gunfight in open water is extremely unusual,” Rubio stated. “We’re going to find out exactly what happened.”

He noted that the U.S. is initiating its own independent inquiry, which would likely involve the Department of Homeland Security and the U.S. Coast Guard. This investigation aims to clarify the incident, including identifying those onboard the boat and their nationalities.

Rubio emphasized that the U.S. would not rely solely on the Cuban government’s account of events and asserted that a clear understanding would precede any response.

The speedboat in question, registered as FL7726SH, was located early Wednesday morning, per a statement from Cuba’s Interior Ministry. When Cuban border guards, accompanied by police officers, approached the vessel for identification, those onboard reportedly opened fire first.

Cuban authorities provided the following casualty details:

  • Deceased: Four individuals aboard the speedboat.
  • Injured: Six people from the speedboat are currently receiving medical care in Cuba.
  • Cuban military: One officer, the captain, sustained injuries.

“Cuba reaffirms its determination to protect its territorial waters,” stated the ministry, framing the action as a matter of sovereignty amid ongoing challenges.

U.S. officials, including Vice President J.D. Vance, confirmed that the White House is actively monitoring the situation as tensions rise in Florida. Attorney General James Usmayer announced a state-level investigation, underscoring that “the Cuban government cannot be trusted.” Additionally, Rep. Carlos Gimenez referred to the incident as an intentional act of “murder.”

“The #Cuban dictatorship just attacked a boat from Florida and killed those on board. This regime should be relegated to the dustbin of history!” Gimenez declared.

This gunfight occurs amidst rising tensions, particularly in light of a “de facto oil siege” imposed by the Trump administration earlier in 2026, following a U.S.-led operation that apprehended former Venezuelan President Nicolas Maduro, a significant ally for Cuba.

The precise reason for the speedboat’s presence in Cuban waters remains unclear. Various theories have been put forth by experts and local authorities:

  • Migrant smuggling: While frequent in the Straits of Florida, such heavy gunfire is not common.
  • “Freedom Fleet”: Some analysts speculate that the occupants may have been defectors attempting to engage with the island.
