Daycare Receives $7.8 Million Despite 95 Violations

Accusations of Child-Care Fraud in Minnesota

Minnesota officials are facing accusations of being aware for several years of allegations surrounding significant child-care fraud that was brought to light by a reporter about a year ago.

On Sunday, a post from Libs on TikTok referenced a report from January indicating that the Minneapolis-based Quality Learning Center received nearly $8 million in taxpayer funds since 2019.

“From 2019 to 2023, they were cited for 95 violations yet were issued conditional licenses. They regained their full licenses in 2024 but continued to accept taxpayer money. There were no children observed at the facility… This is as of January 2025, and officials in Minnesota have been aware for years,” stated the post.

This TikTok post also highlighted a KSTP report which mentioned that 62 investigations into federally funded child care centers were underway in Minnesota.

Investigative reporters on the story examined the complications surrounding these day care centers, which depend heavily on funding from the Child Care Assistance Program (CCAP).

Records from the Department of Human Services (DHS) indicate that Quality Learning Center Daycare had 95 violations from 2019 to 2023. These infractions included “failure to keep hazardous materials away from children” and “lack of records for 16 children.” In 2022, the facility was issued a conditional license.

Nevertheless, despite these regulatory problems, Quality Learning Center Daycare has received $7.8 million in federal funds since 2019. Authorities removed the conditional licenses in 2024.

According to reports, a TikTok post by Rib followed findings from citizen journalist Nick Shirley regarding a fraud case connected to the Somali community in Minnesota.

Shirley noted that when he attempted to contact Quality Learning Center for clarification, he found a misspelling on their sign.

In light of Shirley’s report, Rep. Tom Emmer (R-Minn.) expressed he would seek an explanation from Governor Tim Walz (D) about why child care centers appear vacant while still receiving substantial federal funding.

The article from Breitbart mentioned that Shirley has reported allegations on YouTube claiming that the center received $1.9 million in 2025, with an earlier $4 million encompassing the preceding two years.

KSTP’s January coverage included comments from Rep. Lisa Demuth (R), who is nominated to become the speaker of the Minnesota House of Representatives, stating that the discoveries underscore a “serious lack of oversight.”

“Are we truly ensuring the safety of Minnesota’s children? What you’ve shown here raises significant concerns,” she remarked.
