Rep. Jesús “Chuy” Garcia seems unlikely to pursue re-election in Illinois’ 4th Congressional District. This follows the timely filing of a nominating petition by his chief of staff, which effectively closed the entry for other Democratic contenders, positioning her as the only Democrat on the ballot.

Reports indicate that Patty Garcia submitted her nomination petition just before the 5 p.m. deadline, leaving only her name and Garcia’s on the Democratic primary ballot unless she decides to withdraw. According to sources close to the congressman, there’s a prevailing expectation that he won’t continue his campaign.

If Rep. Garcia withdraws her petition, Patty Garcia—unrelated to him—would become the sole Democrat in the election for this predominantly blue district.

Some Democrats have criticized this situation, suggesting it feels more like a predetermined “coronation” rather than a contest. Republican Lupe Castillo and Working Class Party candidate Ed Hershey also filed to run; last November, Garcia bested both in the election.

Garcia has held his position in the 4th Congressional District since 2019, following his stints as an alderman, state senator, Cook County commissioner, and a hopeful mayoral candidate. He gained significant labor backing in 2015 during his initial campaign and has been viewed as a key player in the progressive movement.

Last summer, concerns arose surrounding the lack of contested primaries after the filing deadline, a situation reminiscent of the swift nomination of then-Vice President Kamala Harris while many Democratic primary voters had already selected President Joe Biden.

Garcia has been noted for his progressive stances. Last month, when addressing issues stemming from new immigration policies under Biden, he remarked, “I think some of it is xenophobia,” contrasting with other Democrats who suggested the tensions were being exaggerated. Notably, an event attended by the father of a man implicated in anti-Semitic killings was highlighted during President Trump’s speech.

After Biden entered office, Garcia expressed regret over his choice of words regarding immigration, particularly criticizing the term “illegal” when referencing an undocumented immigrant tied to a murder case.

In campaign documents for the 2023 Chicago mayoral race, proposals were made to allow undocumented immigrants to vote in specific local elections, emphasizing the need for all residents to access city services, irrespective of their immigration status.

Garcia has also taken part in initiatives linked to the “Abolish ICE” movement. Alongside Rep. Rashida Tlaib and Rep. Ayanna Pressley, he advocated for minimizing ICE’s enforcement and surveillance programs.

Patty Garcia transitioned into the chief of staff role in 2023 after working as district director since 2019 and prior involvement with training programs tailored for Latino and Black policymakers.
