Democrats seek taxpayer support for transgender surgeries to sustain Obamacare

In the ongoing discussion about expanding Obamacare subsidies, one critical aspect frequently overlooked is the specific treatments and services that could utilize federal funds. Recently, former President Donald Trump expressed concern on social media about Senate Democrats compelling taxpayers to finance transgender surgeries for minors. Strengthening those Obamacare subsidies might direct taxpayer dollars into insurance plans that cover procedures some consider morally questionable.

The Advocacy Project notes that, currently, 24 states mandate certain insurance companies to provide coverage for transgender procedures. For instance, Colorado has emerged as the first state to explicitly include gender-affirming long-term care services in its essential health insurance plan. The services covered include rhinoplasty, facial feminization surgery, artificial testicular implants, among other reproductive and non-genital surgeries. Interestingly, Colorado’s guidelines don’t specify that such surgeries are limited to individuals 18 and older.

In states requiring insurance coverage for transgender procedures, individuals who enroll in these exchanges must purchase plans that include this coverage. The subsidies, which reduce premiums for many, essentially funnel federal dollars into these transgender treatments. The proposed spending bill from Senate Democrats looks to make the subsidy increases from 2021 permanent, which, as the former president pointed out, would compel taxpayers to support gender reassignment surgeries.

In June, the Trump administration attempted to limit federal support for transgender procedures by proposing to exclude certain modifications from Obamacare’s essential health benefits. Yet, this change has obvious limitations. As acknowledged in the proposal itself, taking these procedures out of essential health benefits would merely transfer costs from the federal level to the states. Either way, taxpayers would still bear the financial burden, although possibly shifted to state funding. If the rule is implemented, it’s likely a future Democratic administration would reverse it.

Meanwhile, several blue states continue utilizing federal Obamacare grants to further their transgender agendas, regardless of the Trump administration’s efforts. A law passed in California, effective March, mandates cultural competency training for insurance plans and healthcare providers. This training aims to address the distinction between personal values and professional responsibilities concerning transgender procedures.

The training sessions underscore the historical and ongoing exclusion and oppression faced by the transgender community. Critically, compelling insurance employees to partake in such training as part of “cultural competency” may infringe upon First Amendment rights, as well as federal conscience protections regarding sterilization, thereby channeling taxpayer money through the Obamacare subsidies to groups driven by ideological goals.

Ultimately, the Obamacare subsidy debate resonates with echoes of last year’s presidential campaign. Senate Democrats are advocating for what the former president labeled “coercion,” connecting the enhanced subsidies to broader government spending discussions. Taxpayers find themselves financing the reopening of the government while “funding transgender surgeries on minors.” Kamala Harris has even acknowledged that Trump’s prominent campaign ad last year effectively conveyed a “message of victory” to him.

The ad’s stark message – “Kamala Harris is for them, President Trump is for you” – clarifies the stakes at hand. Republicans face a choice: either extend the Obamacare subsidy expansion or deny further taxpayer funding for transgender issues. What will their decision be?
