Former Democratic Representative from Virginia, Elaine Luria, is back in the race for Congress, specifically in the second district. This time, however, her financial situation looks quite different—much more prosperous, in fact.
After completing two terms and leaving Congress in 2023, her net worth has seen a significant boost, as indicated by financial disclosure records that the Daily Caller examined.
Luria’s financial assets were initially reported to be valued between $3.4 million and $12.9 million in her last financial disclosure from 2023. Interestingly, her financial status has only improved since then. As per her recent candidacy disclosure filed in May, her assets are now estimated to be as high as $51.1 million, reflecting a broader and more varied portfolio.
Additionally, she noted income from serving on the board of BAE Systems, as well as from two LLCs that were dissolved in late 2025, according to available records.
Shortly after her departure from Congress, Luria accepted a position on the board of Overseas Shipholding Group (OSG), with her election to the board being announced on June 21, 2023—just a few months after she left her congressional role on January 3, 2023.
OSG highlighted her background in maritime matters and naval defense, calling her an excellent fit for their board, as stated in their 2023 proxy documents.
While in Congress, she received a $1,000 contribution from OSG’s corporate PAC for what was merely labeled as “a Virtual Maritime Event,” according to records from the Federal Election Commission (FEC).
The company transitioned to being privately held around a year after her board appointment, finalizing a merger agreement on May 19, 2024, according to SEC filings. This merger was completed on July 10, 2024, at a price of $8.50 per share.
Between December 13-14, 2023, Luria made a notable investment, purchasing 40,000 shares of OSG for approximately $190,540 to $191,000. At the aforementioned share price, those stocks would have had a market value of $340,000—yielding her a profit of nearly $149,000.
In 2023, her earnings included $41,500 in cash and stock awards worth $100,000, which she later sold during the merger for $221,850, as reported in another SEC filing.
Just four months post her tenure in office, Luria joined BAE Systems’ corporate board.
She received a cumulative total of $12,500 from BAE Systems’ corporate PAC for the 2020 and 2022 election cycles, with $10,000 of that amount coming in 2022.
While details about her earnings from BAE for 2023 and 2024 remain unavailable—due partly to BAE being a British company—she did report receiving $159,000 from them in 2025.
In her current campaign, Luria is up against Republican Rep. Jen Kiggans, whom she previously lost to in the 2022 election.
A spokesperson for Luria criticized Kiggans, saying, “Jen Kiggans’ net worth skyrocketed while in office and Donald Trump made $2 billion last year all as they’ve raised gas, grocery, and health care prices for Virginia families. Jen Kiggans obviously doesn’t care about her constituents or corruption; she only cares about getting reelected so she can continue to line her own pockets.”
