The Department of Homeland Security (DHS) called allegations that a Haitian immigrant raped a disabled 15-year-old girl “heinous.”

Cory Alvarez, a 26-year-old Haitian national who was charged last week with raping a teenage girl in a Massachusetts immigration facility, came to the United States last summer using President Biden’s controversial CHNV parole program. I entered the country. He flew directly from Haiti to New York City.

“CHNV” stands for Cuba, Haiti, Nicaragua, and Venezuela. The program allows up to 30,000 people from these countries to enter the United States each month and be granted two years of humanitarian parole, allowing them to apply to work in the United States.

Administration officials said these individuals are being examined and scrutinized against national security and public safety databases. Anyone found to pose a threat to national or public safety will be refused entry and asked to leave.

Individuals paroled into the United States from Cuba, Haiti, Nicaragua and Venezuela must have a U.S.-based financial supporter and are responsible for making their own travel arrangements, officials said.

The policy, first announced for Venezuelans in October 2022, will allow a limited number of people to fly directly into the United States, provided they do not enter the country illegally, already have a sponsor in the United States, and pass certain screenings. was allowed.

In January 2023, the administration announced it would expand the program to include Haitians, Nicaraguans, and Cubans. The program, which allows immigrants to obtain work permits and two-year residence permits, was announced at the same time that Title 42 deportation was expanded to include these nationalities.

Police in Rockland, Massachusetts, responded to a Comfort Inn on Wednesday night for a report of a sexual assault. Alvarez also lived at the hotel, which participates in state and federal programs to house immigrant families.

The Plymouth County District Attorney’s Office announced that Alvarez appeared before a judge in Hingham District Court on Thursday and pleaded not guilty to one charge of aggravated rape of a child.
