President Joe Biden and Vice President Kamala Harris’ Department of Homeland Security (DHS) has released to the United States a gang leader who was wanted in his native Peru on 23 murder charges.
This week, Immigration and Customs Enforcement (ICE) agents Confirmed Gianfranco Torres Navarro, 38, was arrested in the sanctuary state of New York near Endicott, New York.

Torres Navarro is the leader of Los Killers de Ventanilla y Callao, a brutal and violent Peruvian gang, and is wanted in his home country for 23 murders. Torres Navarro is known as “Gianfranco 23” after the number of people he is believed to have killed in his country.
“He was a highly dangerous criminal who believed he was untouchable and committed 23 murders, including killing other gang leaders and their families, all to strengthen his own criminal leadership,” Col. Franco Moreno, of Peru’s Directorate for the Investigation of High Complex Crimes, told The Associated Press.
Torres Navarro first crossed the U.S.-Mexico border near Rome, Texas on May 16. After being apprehended by Border Patrol agents that day, Torres Navarro was given a Notice to Appear before a Federal Immigration Judge (NTA) and released onto U.S. soil.

It wasn’t until July 8 that ICE agents learned that Torres Navarro was the leader of the Los Killers gang and was wanted on 23 murder charges in Peru. Torres Navarro had reportedly initially fled Peru following the murder of retired police officer Cesar Quegua Herrera and the shooting of a restaurant employee in San Miguel.
ICE agents also arrested Torres-Navarro’s girlfriend, Michelle Sol Ivanna Ortiz Ubilus, who is described as the gang leader’s right-hand woman and plays a leading role within Los Killers.
Torres-Navarro is in ICE custody in Buffalo, New York, while Ortiz-Ubilas is being held by ICE agents in eastern Pennsylvania.
