DHS uncovers troubling animal abuse operation with infant monkeys

Trump Cabinet Collaborates to Combat Animal Abuse

In a discussion with Lara Trump, Attorney General Pam Bondi, Agriculture Secretary Brooke Rollins, and Health Department Secretary Robert F. Kennedy Jr. emphasized the significance of addressing animal cruelty.

A recent investigation by U.S. Immigration and Customs Enforcement (ICE) in Florida revealed disturbing cases of illegal animal abuse involving baby monkeys, linked to U.S. citizen Francisco Javier Ravelo.

Ravelo, 36, pleaded guilty in federal court to disseminating videos showing the torture of both adult and baby monkeys, with actions including cutting and burning. The Justice Department noted that Ravelo distributed over 40 such videos, violating the Prevention of Cruelty to Animals and Torture Act (PACT), which was enacted during President Donald Trump’s first term.

He now faces a potential sentence of up to seven years behind bars.

The Justice Department’s findings stemmed from the efforts of ICE’s Homeland Security Investigations (HSI), the main investigative branch of the Department of Homeland Security.

U.S. Attorney for the Southern District of Florida, Jason Redding Quiñones, called the situation “deeply disturbing,” highlighting Ravelo’s lack of remorse in inflicting pain on animals. He noted that such cruelty is a significant indicator of escalating violence in other areas of life.

Quiñones characterized Ravelo’s actions as a “serious federal crime” and condemned the underlying market that supports such brutality.

“If you’re involved in this sadistic activity, we will prosecute you,” warned Adam Gustafson, a principal deputy assistant attorney general in the Department of Justice’s Environment and Natural Resources Division.

Acting ICE Director Todd Lyons remarked that Ravelo likely underestimated HSI’s ability to track him down and gather evidence against him, cautioning others engaged in similar activities.

Lyons added that this case is a warning to those distributing such content; they will be found and prosecuted.

When the PACT Act was signed into law in 2019, President Trump emphasized the importance of fighting against these horrific acts in society, asserting that the law should have been established much sooner.

This year, President Trump also initiated a multi-agency effort to strengthen the enforcement of animal welfare laws, particularly against chronic violators of puppy mills and dog fighting organizations. This move received praise from animal welfare advocates.

The U.S. Department of Agriculture described this initiative as a significant step toward holding pet welfare violators accountable, reinforcing compliance with existing laws, and standing with a large majority of American pet owners.
