A significant riot at an overcrowded juvenile detention center in the Bronx has left several staff members and young residents injured, shedding light on persistent issues within these facilities in New York City.

This outbreak, which occurred on June 21, saw NYPD officers turned away twice from the Horizons Youth Center. For several hours, staff and residents endured assaults, including slashing and punching, before order was finally restored, according to inside sources and union representatives.

Sources revealed that the violence erupted around 4:49 p.m. when a unit was being escorted from the courtyard. Apparently, units that were already opened without authorization became involved after hearing commotion in the hallway. Staff were attacked, and some had their keys stolen, which led to residents jumping in on the chaos.

One staff member faced a knife held up to his face, while another young resident suffered an asthma attack and was taunted by others, being told he was going to die.

New York police were dispatched to handle the situation at 5:25 p.m. and again at 11:30 p.m., but city officials barred their entry, prolonging the turmoil.

According to Darek Robinson, vice president of grievances and legal services for Social Services Employees Union Local 371, injuries sustained by staff included a dislocated shoulder, various trauma, and deep lacerations needing stitches. He highlighted that the event wasn’t completely unforeseen, noting recent months had seen multiple assaults on staff and attempts by residents to steal keys.

At the time of the riot, the facility, which is designed for 125 beds, was housing 187 troubled youths, a clear indication of overcrowding problems. The incidents reflect broader struggles faced by the city in managing older and more violent residents due to unfavorable changes in state laws.

These changes, particularly the “age up” law implemented between 2017 and 2018, allow suspects as old as 21 to be housed in juvenile facilities alongside younger offenders, raising safety concerns. Prior to this, 16-year-olds were automatically tried in adult court.

A report from 2024 noted that the population in the two juvenile detention centers had skyrocketed from 52 inmates in April 2018 to 237 by May 2023. City officials acknowledged that a scuffle had occurred, resulting in treatment for seven residents and eight staff members at local hospitals.

A spokesperson later confirmed that the situation at the Horizons facility had been contained and emphasized that safety remains a top priority. They mentioned increased staffing and security measures as well as efforts to control contraband.

However, ongoing allegations of mismanagement and corruption are a concern. A whistleblower report alleged that contraband was introduced into the center and pointed to issues of sexual abuse and favoritism, with claimants facing retaliation for reporting misconduct.

In a surprising decision, staff members purchased water guns for residents, a move criticized given many residents faced charges related to gun violence.

In light of the recent violence, the union is pushing for an independent investigation into the riot and urging immediate reviews of security measures. They call for accountability for criminal activities during the incident and have expressed the need for urgent measures to tackle overcrowding and enhance staff safety.

The NYPD has not provided any comments regarding the situation.
