Disturbing Video Evidence Shows 7 Texas Men Sexually Abusing 2 Toddlers, 1 Arrested

A Texas man is currently in federal custody after police linked dark web video evidence in which he and six other men were filmed sexually assaulting two young children.


Arthur Hector Fernandez, 29, was arrested on Dec. 28, authorities in Texas in connection with a criminal complaint filed Dec. 14 in federal court in

According to the complaint, the Australian Center for Combating Child Exploitation contacted the Federal Bureau of Investigation (FBI) in early December.

The organization shared four videos with the FBI that were posted on dark web forums that can only be accessed by invitation.

The FBI was able to identify the children, all of whom were under 3 years old, through social media.

The complaint states that one of the child's relatives identified Fernandez's bracelet after viewing a copy of the video.

A relative of the child reportedly worked at a store next door to the sexual abuser at the Houston Galleria Mall, and the two eventually became friends. She reported to the FBI that he was sometimes “watching.” [her] “Kid as a favor while she worked.”

The complaint went on to say that investigators believe at least one of the disturbing videos was shot in a public restroom at the mall because of the presence of a baby changing table.

“The evidence in this case is overwhelming and revolting,” the judge wrote in a court order ordering Fernandez to remain in custody pending trial. “I cannot condone (him) abusing other minors, and there is no condition or combination of conditions that can reduce the risk to the community. This is not a close call.”

Fernandez is currently charged with child rape and sexual exploitation. Police are continuing to search for the other six people involved.

The complaint describes a graphic depiction of two separate children “between the ages of 2 and 3” being sexually abused by Fernandez and two other men while other children stood by. A video is included.

Two things Fernandez has in common are two silver bracelets and white Converse All-Star shoes, which he reportedly “wears all the time.”

One of the infants was linked by the FBI to a relative who shared a photo of the same child on a social media platform. FBI agents used her open source AI image repository to find the child's family.

When one of the children's mothers was unable to find child care, a mall employee, Ms. Fernandez, offered to watch the children, she told investigators. She acknowledged the bracelet and added that Fernandez frequently wore white Converse All Star sneakers.

The FBI executed a search warrant on Fernandez's residence and also seized his electronic devices and sneakers that were seen in the video.

The FBI was also able to locate relatives of the second minor by searching Fernandez's Instagram account, according to the complaint. A relative of the second child also told investigators that Fernandez went trick-or-treating with the second child on Halloween.

Fernandez was arrested in late December and remains in federal custody.

Authorities have not released the names of the two children's next of kin, and the infant's name has not been released because he is under 18.
