Contrasting Responses to Government Shutdowns by Trump and Obama

Despite their many differences, Presidents Donald Trump and Barack Obama share a notable similarity: both have faced government shutdowns during their administrations. Obama had one significant shutdown, while Trump experienced two. Yet, the approaches they took during these events were quite distinct, especially when looking at the recent 43-day closure.

Both shutdowns were sparked by disputes concerning the Affordable Care Act, commonly known as Obamacare. However, Obama made the shutdown a focal point of public attention, whereas Trump managed to keep it more understated.

The Resolution of the Longest Shutdown

Romina Boccia from the CATO Institute highlighted a key difference in their strategies. She noted that during Obama’s shutdown in 2013, there was an intention to visibly demonstrate the impact of the closure on American lives. In contrast, Trump’s administration initially aimed to direct the fallout toward Congress rather than the general public.

Boccia remembered how quickly barricades appeared around national parks in Washington, D.C., a strategy meant to make the shutdown palpable for citizens, affecting areas they held dear.

While it’s tricky to draw direct comparisons between the two shutdowns due to their differing lengths, the targeted approach of Trump’s administration aimed at Congressional Democrats was clear from the beginning. This effort was orchestrated by OMB Director Russ Vought, who implemented layoffs for furloughed workers and suspended significant federal funding to cities and states that leaned Democratic.

Republican Division Amid Shutdown Debate

Brittany Madoni, an executive at the Economic Policy Center, characterized Obama’s method as “showmanship,” suggesting that the tactics during the 2013 shutdown were mostly concentrated on making an impact in D.C. By contrast, discussions around Trump’s shutdown seemed to unfold in a different light, as he continued to emphasize his trade discussions even during his travels abroad.

Both shutdowns, nevertheless, revolved around the contentious topic of Obamacare. In 2013, Republicans sought to dismantle the legislation, while more recently, Senate Minority Leader Chuck Schumer led calls for the extension of its subsidies.

Boccia noted that Obama’s prominence during the shutdown was due, in part, to the scrutiny surrounding his signature achievements. She remarked, “He was in the media talking about closure because it was about his accomplishments.”

Temporary Resolutions and Upcoming Conflicts

Boccia pointed out that Obama felt a strong need to take charge during the crisis since his key legislative achievements were under threat. In contrast, Trump’s primary goal was to reform Obamacare rather than respond to the shutdown aggressively.

Madoni, however, disagreed that Democrats were uninfluenced by their own legislative priorities. She suggested that ongoing disputes preceding September’s Senate standoff indicated an effort to undermine Trump’s significant legislation. The ongoing tug-of-war over budgetary matters and healthcare policy painted a picture of a political system deeply entrenched in conflict.

Ultimately, as discussions continued amid the backdrop of the shutdown, it became clear that the motives driving these government closures were multifaceted, revealing deeper divides within the political landscape.
