Concerns Over Foreign Truck Drivers’ Understanding of Road Rules
Transport Secretary Sean Duffy has raised alarms about the potential dangers posed by foreign truck drivers who may not fully grasp local traffic regulations. His concerns come after a video went viral featuring a truck driving the wrong way on a motorway.
Duffy shared a clip over the weekend showing an English-speaking truck driver confronting another who was heading in the wrong direction. In the footage, the driver appeared confused and subsequently apologized.
“My team connected with the driver who recorded this alarming footage. He acted correctly by reporting the situation to the police. This could have ended in catastrophe,” Duffy tweeted.
He emphasized, “The lack of understanding of our road rules among foreign truck drivers is a serious life-threatening issue. @USDOT is addressing this to help save lives!”
The video, captured on a dashcam, shows the second truck driving against traffic near a toll plaza with its hazard lights blinking.
“You’ve got to be kidding. What on earth?” the recording driver exclaimed as he parked close to another truck approaching from the opposite direction.
“What are you doing?” he asked the other driver, who responded with broken English.
The confused driver indicated he planned to make a U-turn.
“Let me ask, you’re going the wrong way on the highway. That’s kind of a big deal,” the first driver remarked.
“Okay, what is it? What are you doing?” the other driver replied.
“Um, why are you on the freeway the wrong way?” the first driver asked.
The second driver appeared unable to clearly express himself, offered an apology, and tried to explain the mistake. He signaled his intent to turn around.
“This isn’t realistic,” the first driver muttered as he drove away.
The incident, which occurred near the Indiana-Ohio border, was also reported by NewsNation, a sister channel to The Hill.

In a related note, the Trump administration is pushing for stricter regulations on drivers with limited English proficiency. In April, President Trump signed an executive order mandating that commercial truck drivers in the U.S. be fluent in English.
Last week, the DOT announced it would withhold over $40 million in federal highway safety funds from California, citing noncompliance with English proficiency standards.
