Eleanor Holmes Norton, the non-voting representative for Washington, D.C., seemed to require assistance during a press conference held on Capitol Hill on Wednesday. The 88-year-old, who just celebrated her birthday on June 13, has announced her intention to run for reelection. However, her spokesperson indicated on June 25 that no decisions had yet been made regarding her 19th term in office. After discussing President Trump’s approach to crime in Washington, she visibly sought help to navigate back to her colleagues.

“President Trump is using D.C. residents as props for his political agenda,” Norton expressed during her speech. She argued that while Trump contends that federal oversight of D.C. is essential to address crime, his own actions compromise the safety of the district.

Norton previously mentioned in April that she was considering a position on the House Oversight Committee, though her office later contradicted her statements.

Since 1991, Norton has served as a non-voting representative, and recent reports have raised questions about her ongoing effectiveness in Congress. Some anonymous House Democrats have suggested that Norton appears less engaged in her role, with one of them stating that she primarily reviews materials prepared by her staff, implying that her office has become dominated by those staff members.

In August, Trump declared a “public safety emergency,” announcing the deployment of the National Guard and federal control over the Metropolitan Police Department (MPD). At a press conference on August 27, D.C. Mayor Muriel Bowser acknowledged the positive impact of increased law enforcement, indicating a significant decrease in carjackings in the city during the federal surge.

Bowser also extended Trump’s executive order related to federal officers in the capital. On the same day, reports indicated that 92 arrests were made in the district, including 40 involving individuals identified as illegal immigrants, with some connected to violent crimes.
