The Inspector General Act, passed in 1978, has provided significant benefits to Congress and citizens alike through the independent operations of the offices it established. Due to the savings, integrity, and accountability brought by inspectors general, Congress has significantly expanded the number of federal agencies with such oversight functions.
In light of President Trump’s dismissal of over a dozen inspectors general, along with measures aimed at defunding and undermining these offices, it’s crucial for Congress to actively protect this independent entity that provides valuable insights for the public and legislators.
This law empowers inspectors general to gather and share essential information pertinent to various Congressional functions, including oversight and legislation, helping to eliminate waste, fraud, and abuse while keeping the public informed about government actions. Legally, inspectors general are dual reporters, accountable to both their departments and Congress, thus serving as essential watchdogs within the federal bureaucracy.
The results have been impressive. Inspectors general reported saving over $71 billion in efficiency gains in 2024 alone; and this isn’t just a one-off achievement. These savings are beneficial for taxpayers and ensure that funds are utilized as intended by Congress.
In response to earlier attempts to undermine these positions, Congress has now mandated that the president provide 30 days’ notice before removing an inspector general. Additionally, the Council of Inspector General on Integrity and Efficiency aims to enhance the professionalism and capacity of inspector general services.
However, President Trump is noticeably reversing the course set by Congress. He has:
- Fired 17 inspectors without clear justification, including the highly regarded Inspector General of the Export-Import Bank.
- Ignored a bipartisan request from the Senate Judiciary Committee, failing to follow the legal requirement for a 30-day notice and explanation for these dismissals.
- Disbanded the Council of Inspector General on Integrity and Efficiency.
- Shut down at least 15 Inspector General websites, restricting access to reports and key resources while blaming the government shutdown for these closures.
Accountability lies solely with Congress regarding these actions. It’s essential to strengthen the Inspector General Act to ensure transparency about the dismissal of inspectors general, enforce compliance with notification requirements, and impose consequences if the president fails to provide proper documentation for dismissals.
If President Trump or any future president can terminate inspectors general for political reasons, it undermines the integrity of the Inspector General Act and threatens our system of checks and balances, which is already vulnerable. Without Congressional action, we risk losing the critical functions of inspectors general, leading to increased costs, worse program outcomes, and a government that fails to uphold the integrity we expect.
