The European Union Extends Refugee System for Ukrainians, Restricting Access for Military-Age Men
The European Union recently decided to prolong its temporary protection for Ukrainian refugees, but with a notable restriction: men within military age are not allowed to apply for this protection.
On Wednesday, ambassadors from the 27 EU member states reached a consensus to maintain temporary protected status for Ukrainians fleeing the conflict until at least March of the following year.
As reported, men aged between 23 and 60 who are fit for military duty will not qualify for this special asylum system. This system provides immediate residency, the ability to work, and access to housing and social welfare services within the EU, bypassing the usual asylum procedures.
When the extension is formalized in March, Ukrainians will need to present proof from their government that they are exempt from military service.
Under martial law enforced by President Zelensky’s administration, men over 23 are generally not permitted to leave the country unless they have a special exemption to avoid conscription in the ongoing war against Russia.
This restriction on Ukrainian men has been in effect for several years. EU Migration Commissioner Magnus Brunner mentioned that Kyiv specifically requested these limitations to retain potential soldiers for the prolonged conflict.
Efforts by fit men to evade conscription have posed a significant issue for Ukraine. This has led to numerous corruption scandals where recruiting officials allegedly took bribes from families hoping to protect their sons from combat. Since 2022, reports indicate that casualties have exceeded 2 million.
Alongside limiting access to the EU’s asylum system, the Ukrainian government faces allegations of deploying conscript soldiers to capture suspected draft evaders in major cities like Odesa.
Approximately 4.38 million Ukrainians are currently living in Europe under this protection system, but it remains unclear how many military-age men are excluded from temporary protection.
