Ex-Homeland Security agent says prosecutors overlooked Minnesota daycare fraud cases: ‘Just vanished’

A former official from Homeland Security Investigations shared a troubling memory from a fraud case involving a Minnesota daycare center about ten years ago. He noted that, puzzlingly, the investigation seemed to just “dissipate” without any action being taken.

Jeremy Christenson, who spent 16 years with HSI, recounted being part of an extensive fraud investigation in 2015. This effort involved a task force of around 20 law enforcement officers along with the state Department of Human Services, focusing on a daycare center that appeared, in his words, “completely empty.”

They essentially created a “fake daycare”—submitting fraudulent bills and records of nonexistent students. “It was all a fake nursery. That’s the easiest way to explain it,” he mentioned while discussing the situation with Minnesota’s Alpha News.

Christenson expressed concern, saying, “At the daycare I worked at, we never had a warrant served, and no one ever went there. Our surveillance showed only an empty building, a bunch of bills, and student records.” But curiously, the task force seemed to “sort of disappear.” He added, “All of a sudden, it just evaporated and there was nothing left. I have no idea what happened in this incident.”

These comments surfaced against the backdrop of a new significant fraud scandal in Minnesota, with allegations surrounding the Somali immigrant community defrauding the state of millions intended for daycare centers.

The scrutiny is intensifying following a viral video released by independent journalist Nick Shirley, which revealed multiple Minnesota daycare centers, despite receiving millions in state aid, were largely inactive.

In one striking instance, a daycare with a sign featuring a spelling error received $4 million in taxpayer funds yet had its doors closed, even though it claimed to be open.

In response to the video, FBI Director Kash Patel announced that additional personnel and resources have been sent to Minnesota. This initiative is part of ongoing efforts to “dismantle large-scale fraud schemes that exploit federal programs.”

Patel stated, “The FBI believes this is just the tip of a very large iceberg. This investigation will continue as we keep tracking the funds and protecting children.” He also mentioned that many individuals may be referred to immigration authorities for possible further actions regarding denaturalization and deportation processes, depending on their situations.
