Charges Against Massachusetts Police Officer and Husband

A police officer in Massachusetts and her spouse are now facing severe allegations of raping a boy over several years, beginning when he was just 14.

On Thursday morning, Officer Samantha Perrin, 31, and her husband, Daniel Forand, 37, were arrested.

According to the Plymouth Assistant District Attorney, Jim Duffy, the alleged abuse started when the victim was 14 and continued until just last year. This could be described as “grooming.”

Earlier this month, a 21-year-old man who had lived with the couple reported to Massachusetts State Police that he had been repeatedly assaulted, with allegations dating back to 2025. He also filed an affidavit claiming physical assault, stating, “They sexually assaulted me until 2025.” The man expressed his fear for his safety, indicating that he moved out of their home the previous month.

During the court proceedings, defense attorneys raised questions about the accuser’s credibility. They indicated that he had previously made false accusations while in high school. Another lawyer insisted that the story was inconsistent.

Reports indicate that Perrin faces at least three counts of aggravated rape of a child, while Forand is dealing with multiple charges related to indecent assault and aggravated rape. Court records suggest these charges stem from an event that allegedly occurred in 2019.

Both Perrin and Forand pleaded not guilty and were released on bail, with their next court appearance scheduled for June 8.

Following the charges, Perrin has been placed on paid administrative leave. The Plymouth Police Department issued a statement expressing their dismay over the allegations. They emphasized their commitment to maintaining high standards for their officers, both professionally and personally. The statement also highlighted that the behavior in question contradicts the core principles of law enforcement: serving and protecting the community.

Looking back, the department previously celebrated Perrin’s role as part of National Women’s Month in 2023, recognizing the valuable contributions of their female staff, who sometimes operate under challenging conditions.

Perrin had expressed her passion for policing, describing it as a fulfilling career that aligns with her personality and desire to make a meaningful impact.
