According to GAO, the FBI and DHS have set up a channel to receive tips and information from gaming companies about potential violations of law or extremist views. The FBI conducts briefings with gaming companies about perceived threats, and the DHS Office of Intelligence holds conferences where companies can share information about online activity related to domestic violent extremism.

The report highlights growing concerns within the federal government regarding the use of gaming platforms and social media by extremist groups to recruit, communicate and spread their ideology. The Biden administration’s National Strategy to Counter Domestic Terrorism, released in June 2021, specifically mentions “online gaming platforms” as a means of potentially “mobilizing and mobilizing individuals to engage in domestic terrorism.”

However, GAO warns that the FBI and DHS lack a comprehensive strategy to align their work with gaming companies with broader agency missions. Without a comprehensive plan, agencies may struggle to assess the effectiveness of communication and information-sharing mechanisms in achieving overall goals.

The collaboration between government agencies and gaming companies also raises concerns about constitutional and legal issues surrounding the right to free speech. The GAO report notes that both the FBI and DHS are proceeding with caution in light of ongoing federal litigation, including one before the Supreme Court.

In 2022, a federal judge barred the FBI, DHS and other federal agencies from communicating with social media companies to combat what they considered misinformation, following a lawsuit filed by the attorneys general of Missouri and Louisiana. .
