FBI Investigating Passenger Death on Carnival Horizon

Former FBI Special Agent Nicole Parker shared with FOX News Digital that the agency is looking into the deaths of passengers aboard the Carnival Horizon, describing the situation as potentially “very complex.” Generally, the FBI steps in when any criminal activity is suspected on cruise ships operating in international waters.

“If a crime happens at sea, the FBI is responsible for it,” Parker explained. “This issue falls under the Special Maritime Jurisdiction Act. For instance, when the cruise sets off from Miami, the FBI in Miami takes over if the ship enters or leaves a U.S. port. And if something happens on the high seas, it automatically becomes the FBI’s case.”

Carnival Cruise Lines confirmed on Monday that they are working alongside federal investigators after a passenger’s death during the ship’s recent trip. The cruise returned to Miami as planned on Saturday morning.

The company stated, “The FBI is examining a passenger’s death on the Carnival Horizon while returning home on Saturday morning, November 8. Due to the ongoing nature of this matter, only the FBI Miami Public Affairs Office can give further information. Our priority is to support the family of our guest.”

At this time, the identities of the deceased passengers remain undisclosed, and there are no details about the specific circumstances surrounding their deaths.

An FBI spokesperson confirmed that agents were present when the ship docked over the weekend and emphasized that the investigation is still underway.

Parker, who has extensive experience investigating maritime incidents, noted that these probes usually involve intricate coordination between various agencies and cruise line officials.

While the FBI hasn’t revealed the reasons for the investigation or suggested any foul play, Parker remarked, “This law was enacted under Mr. Obama. If certain crimes or allegations arise on cruise ships, the FBI is empowered to manage those situations.”

Reflecting on her own experiences, she added, “In fact, I discuss this in my book. Addressing crime on the high seas was part of my role. It was a demanding job, overseeing a multitude of cases spanning various categories.” She shared how cruise line security would contact her at odd hours for assistance with whether to take on cases.
