Former German Spy Chief Arrested on Espionage Charges
A former head of Germany’s foreign intelligence agency, August Hanning, was taken into custody on Tuesday. Authorities are investigating him for potential espionage and attempted treason. He is suspected of acquiring classified documents and using secret information to create an analysis for an individual linked to another foreign intelligence service, as stated by prosecutors.
Hanning, 80, served as the leader of Germany’s Federal Intelligence Service (BND) from 1998 until 2005. Prosecutors believe that he is “strongly suspected of treasonous espionage, spying out state secrets, attempted treason, and espionage.” Alongside him, another suspect, a former aide named Manfred D., was also arrested in western Germany. He faces accusations of aiding Hanning in these alleged activities.
Investigators revealed that Manfred D. was Hanning’s chief of staff prior to serving in similar roles under Hanning’s successors at the BND from March 2012 to March 2026. This position granted him access to confidential information. Reports suggest that, since 2010, the two men had an arrangement where Manfred D. routinely shared intelligence with Hanning for payment.
This cooperation reportedly lasted until June 2022, with Manfred D. allegedly supplying around 2,000 documents, many of which contained strictly internal classified information. Prosecutors assert that Hanning used this information for his private consulting activities.
A spokesperson for the federal prosecutor’s office disclosed that authorities suspect Hanning used the classified information to prepare analyses for a foreign intelligence employee. Furthermore, the investigation revealed that Hanning had extensive communications with someone from another intelligence service, although the identities of these foreign services have not been disclosed publicly.
Interestingly, this investigation began as part of a separate case involving the 2024 kidnapping of children from a Hamburg businesswoman during a custody dispute. Evidence collected in that case eventually led to Hanning’s arrest.
Notably, this marks the first instance of a former head of Germany’s foreign intelligence service being arrested, as reported by Reuters. Both Hanning and Manfred D. are scheduled to appear before a judge at Germany’s Federal Court of Justice following their arrests.
