Gangs dominate 90% of Haiti's capital as violence escalates, UN officials caution

Haitian Gangs Gain Control Amid Rising Violence

Haitian criminal gangs now hold “nearly extreme control” over the capital, according to Gardafathy Wally, the executive director of the UN Office of Drugs and Crime. During a briefing to the UN Security Council, Wally highlighted that these gangs manage approximately 90% of gang-occupied areas in Port-au-Prince, and noted troubling expansions into previously peaceful regions.

“In southern Haiti, where there wasn’t much violence before, we’ve seen a shocking uptick in gang-related incidents,” she explained. “Moreover, in the east, criminal organizations are exploiting key land routes, like Belladale and Malpus, leading to alarming reports of assaults on police and customs officials.”

Miroslav Zenka, the Deputy Director of the United Nations, warned that the ongoing gang activities surrounding Port-au-Prince could exacerbate the already dire situation, pushing it further toward a breaking point.

He remarked, “Without a significant boost in international action, we might be looking at the total collapse of governance in the capital.” The gangs have gained substantial power following the assassination of President Jovenel Moyce in July 2021, previously controlling about 85% of the city. It’s a troubling reality that Haiti hasn’t had a president since then.

A recent UN report covering the last few months pointed to the challenges posed by ongoing political instability and chaotic security responses. It suggested that internal corruption and competing political ambitions are hindering effective action against gang violence.

Experts have noted that as gangs expand their reach and control, they are likely to gain better sources of income and enhance their negotiation power.

In light of all these developments, the US State Department issued a travel advisory for Haiti back in September 2024, urging Americans to remain wary of potential dangers, including crime and civil upheaval as well as limited access to medical care.

Back in May, the Trump administration took steps to combat the violence, designating two prominent gang networks, Viv Ansanm and Gran Grif, as foreign terrorist organizations.
