Mr. Xu’s investigation, which concluded in February, found that Mr. Biden “intentionally” kept classified documents but declined to prosecute, citing “insufficient evidence.” Mr. Xu characterized Mr. Biden as an “old man with a bad memory.”
A recent Harvard-Harris poll found that about one-third of Democrats have doubts about Biden’s mental health. Another poll revealed that 82 percent of Americans were concerned about his physical and mental health.
