Texas Governor Investigates Hospital for Birth Tourism Ads

In Texas, Governor Greg Abbott has initiated an inquiry into a local hospital accused of promoting “birth packages” on billboards across the border in Mexico. These advertisements reportedly aimed to attract pregnant foreign nationals looking to give birth in the U.S. to secure citizenship for their children, a practice commonly referred to as “birth tourism.”

Abbott, a Republican, has directed the Texas Health and Human Services Commission (HHSC) to scrutinize the Mission Regional Medical Center after the hospital was linked to these billboards that appeared in Mexico. He expressed concerns that this program appears to be exploiting the U.S. citizenship process.

“Birth tourism is an illegal practice that exploits the hospitality America offers,” Abbott stated in a news release. “American citizenship is not for sale, and Texas will not allow our healthcare system to be a target for such activities.”

The governor went on to note, “Many foreign travelers are coming here under false pretenses to ensure their children acquire U.S. citizenship. It’s vital for HHSC to examine whether this hospital has breached state laws and its contractual obligations.”

A representative from Mission Regional Medical Center confirmed to a news outlet that they were behind the advertising campaign, but mentioned that the billboards—promoting natural births for $3,950 and C-sections for $5,525—were removed shortly after public scrutiny arose. These billboards were reportedly placed near a U.S.-Mexico border crossing, just a short distance from the facility.

The nonprofit hospital is managed by HHSC and sits just north of the Texas-Mexico line in Mission.

It appears that the advertising initiative has been in place since 2021, though the exact date of when the billboards went up in Mexico remains unclear.

The spokesperson emphasized that the hospital “does not condone or engage in any illegal activities” and fully intends to adhere to all relevant federal and state regulations. They also added, “The marketing materials for maternity services have been discontinued to prevent any unintentional misunderstandings. Our priority is to cooperate with state and local authorities while ensuring high-quality care for our patients.”

This investigation comes at a time when constitutional conservatives are exhibiting heightened discontent following the Supreme Court’s decision to reject former President Donald Trump’s order aimed at closing the birthright citizenship loophole for foreign nationals. The ruling has sparked ongoing debates regarding the intentions behind the 14th Amendment, with some legal scholars contending it was not meant to provide automatic citizenship to children born to temporary visitors or undocumented immigrants.

While various groups suggest that the occurrence of “birth tourism” is overestimated, critics argue that even a single loophole can damage the integrity of immigration laws and the significance of legal citizenship. Opponents warn that allowing many individuals to circumvent standard immigration procedures not only encourages exploitation but also puts pressure on local resources, making reform a matter of urgency for many advocates.
