Hezbollah Agrees to Ceasefire Terms, with ‘Comments’
According to the Lebanese government, Hezbollah has reportedly agreed to ceasefire terms proposed by the United States, but the terrorist group has made “comments” indicating it does not fully accept the agreement.
Lebanon and Hezbollah have agreed to a U.S. proposal for a ceasefire with Israel, but added some comments on its content, a senior Lebanese official told Reuters, making the effort the first ever to end fighting. He said it was the most serious.
Ali Hassan Khalil, aide to National Assembly Speaker Navi Berri, said Lebanon will submit a written response to the US ambassador to Lebanon on Monday, and White House special envoy Amos Hochstein will visit Beirut to continue talks. He said he is doing so.
Asked about progress in negotiations early Monday, State Department spokesman Matthew Miller said: non-committal:
Unfortunately, I don't think it's productive to get into the details of back-and-forth negotiations. All I'm saying is that we're going to be in this state for a while. We have shared our proposals with both the Lebanese and Israeli governments. Both sides responded to the suggestions we put forward. There has been an exchange of ideas about how we decide what we believe is in everyone's interest. This is the full implementation of UN Security Council No. 17 – Resolution 1701, and we will continue to stay in that process. A diplomatic solution is key to stopping fighting, protecting civilians, and allowing both Israeli and Lebanese civilians to return to their homes.
Resolution 1701 calls on Hezbollah to withdraw from southern Lebanon and disarm. It has never been enforced.
The sticking point in the negotiations is Israel's demand to be allowed to respond to Hezbollah attacks by invading southern Lebanon. The Israeli government said on Monday that it intends to continue fighting in Lebanon until residents of northern Israel displaced by Hezbollah attacks are safe enough to return home.
