Vaccine Access for Children in the US Faces Challenges
The Trump administration is currently withholding Covid vaccines for children across at least 11 states and one US territory, without any clear indication of when these will become available. This has raised concerns among health officials, who view this as part of a broader effort to limit vaccine access in the country.
Daniel Jernigan, a former director at the CDC, expressed that officials seem to be employing various strategies to complicate the vaccination process. He mentioned that this could be a precursor to restricting other vaccines available under the federal Vaccines for Children (VFC) program, noting, “They could apply the same approach to other vaccines as well.”
Currently, over half of US children receive vaccinations through the VFC program, which ensures that vaccines are accessible to all children, irrespective of their insurance status or payment capabilities. However, amid a rise in Covid cases, the Department of Health and Human Services (HHS) has opted not to supply Covid vaccines through this program and hasn’t provided a timeline for when they might do so.
This situation means that around 52% of children eligible for VFC, primarily those who are Alaska Native or American Indian, uninsured, or enrolled in Medicaid, as well as all children in universal vaccine states, currently lack access to Covid vaccines.
Demetre Daskalakis, a former CDC official, stated that this delay complicates states’ efforts to secure vaccines for all children. The states that are categorized as universal vaccine purchasers include places like Alaska, Connecticut, Hawaii, Maine, and others. Some states, like Idaho, also engage in purchasing certain vaccines through this program.
Emily Hilliard from HHS confirmed that Covid vaccines are not currently available through the VFC program. She mentioned that, since Covid can circulate at various times, treating an arbitrary date as a deadline for vaccine procurement isn’t appropriate.
Hilliard indicated that the CDC is in the process of finalizing plans regarding Covid vaccine procurement through both the VFC and Section 317 programs, promising that more information would appear soon. However, she did not address inquiries regarding the impact on universal VFC states.
The updated Covid vaccine is regarded as the best line of defense against circulating variants. Jernigan emphasized that distributing this updated vaccine is crucial for protecting children, especially since earlier vaccines had expired earlier this year.
Vaccinating children early is critical, particularly as infants are among those with the highest hospitalization rates from Covid after older adults. “These kids haven’t been exposed to Covid yet,” Jernigan pointed out, stressing the importance of vaccination in preventing severe outcomes.
He remarked that it seems almost negligent not to provide these vaccines to the most vulnerable groups. Jernigan also expressed concern about vaccines that have recently undergone policy changes, including those for hepatitis B and meningococcal disease, noting that a judge has temporarily halted these alterations.
Robert F. Kennedy Jr., the HHS secretary and a well-known opponent of vaccines, insisted that no vaccines have been removed from access, despite a general drop in public confidence due to misinformation. “We have not taken vaccines away from anyone,” he claimed during an anti-vaccine conference.
Hilliard did not address how Kennedy’s claims align with the current decision to restrict access to Covid vaccines. Daskalakis reiterated that the limits imposed prevent universal ordering states from obtaining the vaccine, which, in essence, restricts access.
Jernigan suggested that these restrictions reflect a pattern of HHS trying to find ways to limit vaccination availability, effectively making it increasingly challenging to access vaccines, which he described as “death by a thousand cuts.”
