House Approves $95 Billion Budget Reconciliation Framework

The House of Representatives has voted to approve a $95 billion budget reconciliation framework aimed at supporting the military, providing aid to farmers, and reinforcing key aspects of the Safeguard American Voter Eligibility (SAVE) America Act.

This resolution passed the House with a vote of 216-214, largely along party lines, and is now on its way to the Senate. If it clears that chamber, the next step will involve drafting and advancing the final bill, which House Republicans are calling the Save and Protect America Act.

“Today, House Republicans passed the Budget Resolution for Reconciliation 3.0 — the SAVE and Protect America Act — which puts Congressional Republicans on a path to enacting two fundamentally simple and crucial goals: securing American elections and strengthening our homeland by providing supplemental funding requested by the Administration to support our national defense and protect our nation’s food supply,” House GOP leaders mentioned in a statement on Wednesday.

Despite holding a slim majority in Congress, the Senate’s filibuster rules have made it challenging for Republicans to move forward with significant pieces of legislation championed by the party and President Donald Trump’s administration. To circumvent this procedural obstacle, GOP lawmakers have focused on passing key measures through budget reconciliation packages.

The SAVE America Act has attracted considerable criticism, lacking support from Democrats in Congress. House Republicans argued that this reconciliation process provides a route for passing certain aspects of this legislation.

“After the Senate passes this Budget Resolution, our House Committees will begin the process of drafting and passing the SAVE and Protect America Act. This Budget Resolution is our best shot at enacting as much of the SAVE America Act into law as possible. This is a bill that every Republican in Congress can and should get behind,” they stated.

Notably, this process has specific regulations regarding what can be included, which must be financially related. In the current term, Congress has previously passed reconciliation bills, such as the One Big Beautiful Bill Act last year and the Secure America Act funding Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP) earlier this year.

The new resolution aims to allocate $73 billion for defense and intelligence spending, $12 billion for economic assistance to farmers, and $10 billion to support aspects of the SAVE America Act.
