The House of Representatives has approved a significant sanctions bill intended to heighten economic pressure on Russia and Iran. This action comes as a tribute to the late Senator Lindsey Graham, just two months after his unexpected passing.

Passed on Wednesday, the legislation aims to disrupt the Kremlin’s financial support by targeting foreign nations that import Russian oil and gas. It grants the White House the authority to impose stringent tariffs on trading partners like China and India, holding them accountable for their role in sustaining Russian energy exports.

Formally titled the “Lindsey O. Graham Sanctioning Russia and Iran Act of 2026,” the lengthy bill successfully navigated the Senate with an 86-11 vote the previous month. Graham was a staunch supporter of this measure before he died in July, marking it as a key part of his legacy.

This legislation also allows President Donald Trump to impose tariffs of up to 100% on any country that purchases Russian energy—thus directly affecting major buyers, particularly China and India.

After the bill’s passage, Representative Michael McCaul, a Republican from Texas, underscored the goal to “cripple the Russian war machine.”

“This is a moral issue that requires moral courage,” McCaul stated. “I want us to be able to say that we did everything possible to end this war. That we understood the threat. That we had the courage to do what was right — to cripple the Russian war machine and turn the tide toward peace.”

Conversely, Representative Don Beyer, a Democrat from Virginia, criticized the bill, describing it as an unregulated measure lacking proper oversight.

“This bill has a loophole that would allow him to define basically any country as a facilitator of evading Russian sanctions,” Beyer argued. “He could then hit them with tariffs of up to 100%, with no guardrails or oversight, and no expiration.”

Nevertheless, McCaul, who led the initiative in the House, asserted that this legislation “will force” Russian President Vladimir Putin “to the negotiating table.”

“Evil is on the march, history is calling, and now is the time to act,” he proclaimed on the House floor. “Lindsey Graham once said this bill would be his great achievement. I can think of no better way to honor his life and his legacy than by passing these tough sanctions.”

The sanctions will target Russian government officials, including oligarchs and certain family members, as well as Russian financial institutions. Additionally, it will extend sanctions authority to diminish funding for Iran’s weapons and energy sectors.
