Immediately after the procedural sitting of the House, the House must elect a Speaker, and the House cannot conduct business until it elects the leaders of the legislative bodies.

A candidate for Speaker of the House needs to receive 218 votes to become leader. House Speaker Mike Johnson (R-Louisiana) will likely be the first choice for Speaker of the House after President-elect Donald Trump endorsed him.

But that doesn't mean Mr Johnson is necessarily on track to become chairman. Rep. Thomas Massie (R-Ky.) has vowed to vote for someone else, and Rep. Chip Roy (R-Texas) and many others will still vote for Louisiana's House speaker. He said he was worried about this.

Johnson will likely be the next speaker. The House of Representatives may vote without limit to elect the Speaker.

Rep. Jim McGovern (D-Mass.), ranking member of the House Rules Committee, scolded Republicans for allowing only members of the majority party to submit a motion to resign.

“Their proposed changes would, for the first time in American history, shield the Speaker of the House from accountability to the entire chamber,” McGovern said.

“The American people did not vote for this, whatever it is, and Democrats better believe they won't allow Republicans to turn the House of Representatives into a rubber stamp for extremist policies,” he added.

The House package also disbands the Congressional Office of Diversity and Inclusion, a long-standing goal of Republicans.

The House Oversight and Accountability Committee will now be known as the Committee on Oversight and Government Reform.

The Office of Congressional Ethics will become the Office of Congressional Conduct.

The rules package also authorizes subpoenas for Attorney General Merrick Garland and other Justice Department officials to investigate the Biden family's finances.
