The bill also includes a provision that would require proof of US citizenship in order to register to vote in the United States.
The spending bill failed by a vote of 220 to 202, with 206 Democrats and 14 Republicans voting against it and 199 Republicans and 3 Democrats voting in favor.
Republican Reps. Thomas Massie of Kentucky and Marjorie Taylor Greene of Georgia voted present.
