House Freedom Caucus took the initiative and introduced its own budget Solved Republican leadership on Monday to kickstart the settlement process while continuing negotiations.
The budget, called emergency border control resolution, includes important funds for several border and military regulations, cutting spending by hundreds of billions and increasing the debt cap by $4 trillion. House Freedom Caucus Chairman Andy Harris said the Caucus put the matter into his own hands as negotiations were delayed between Republican leaders.

The budget proposal is the first of two bills aimed at addressing settlements. This approach proposes “one big beautiful bill” that addresses both border and tax policies, in contrast to the goals of speaker Mike Johnson (R-La.).

House Freedom Caucus introduced a budget resolution on Friday a few days after the Senate issued its own proposal.
