House Reveals Spending Bill to Prevent Government Shutdown

House Appropriations Committee Unveils Spending Bill

On Monday, Tom Cole, the Chairman of the House Appropriations Committee, introduced a “minibus” spending bill that allocates funds for essential federal government departments just ahead of the looming spending deadline.

With approximately three weeks left for Congress to pass a spending bill—or potentially resort to a stopgap continuing resolution—there’s a real sense of urgency. Government offices risk closure at the end of the month if an agreement isn’t reached. The minibus spending bills, which focus on key areas like the Interior, Energy and Water, and Commerce, Justice and Science, could see action in the House by Thursday.

Cole stated that these spending minibuses would play a role in enhancing national security and addressing illegal drug distribution. In a written statement, he mentioned:

“President Trump laid important groundwork by signing three spending bills into law in November, and we are carrying that momentum into the new year. This bipartisan, bicameral package reflects steady progress toward responsibly completing FY26 funding. We are investing in priorities that are critical to the American people: making our communities safer, supporting affordable and reliable energy, and managing our critical resources responsibly. We also deliver important community projects across the country, along with investments in water infrastructure, ports, and flood control to protect communities and sustain commerce. Developed through committee-led negotiations and thoughtful deliberation, this package shows how responsible processes can produce strong policies. I commend the Cardinal for his leadership in translating priorities into action and creating policies that put America first.”

The Appropriations Committee has indicated that there are no controversial elements in the minibus. Instead, it includes traditional provisions aimed at preserving the Second Amendment, pro-life clauses, and ensuring spending remains below current levels set by the continuing resolution.

Rep. Rosa DeLauro, the ranking member of the Appropriations Committee, noted that the bill asserts Congress’s fiscal authority.

“Perhaps most importantly, this bill reaffirms the power of Congress’s wallets. Rather than another short-sighted band-aid that gives the Trump administration broad discretion, this year-long package reins in the White House through precise and legally binding spending requirements. There is still much work to do before January 30, but this is an important first step,” DeLauro stated.

Increased funding through these minibuses could suggest that a government shutdown might be avoided this month. Senate Minority Leader Chuck Schumer expressed that he does not anticipate significant conflict between Republicans and Democrats over spending issues.
