Navy Secretary Implements Major Overhaul
Navy Secretary John C. Phelan has appointed Hankao, the new undersecretary, to spearhead a significant transformation in the Navy and Marine Corps. This initiative, focusing on modernizing business and IT systems, aims to enhance overall efficiency.
Effective October 3, Cao is returning to the Navy Department with explicit instructions from War Secretary Pete Hegseth to address deficits and raise standards within the services.
Phelan outlined in a memo, shared with select media, that this reform is intended to rejuvenate the spirit of naval and marine personnel. Ultimately, it aims to prioritize the needs of seafarers, Marines, and their families.
Cao, who previously served as a Navy captain, is also a prominent Republican figure and was a Senate candidate in Virginia for the 2024 and 2025 elections. His appointment was made by former President Trump when he was in office.
Revisions in Grooming Standards
The push for reform follows Hegseth’s recent comments made on September 30 while at the Marine Corps Base at Quantico. He emphasized the necessity to restore rigorous and sensible application of military standards, stressing that they should be uniform and of high quality. “Otherwise, they’re just suggestions,” he noted rather candidly.
The reform efforts led by Cao will initiate with proposals for improving military family housing, implementing a new inspection system with a timeline for repairs set at 60 days. Additionally, dining facilities will adopt a nutritious menu focused on locally sourced foods to enhance both health and combat readiness.
Strengthening Military Deterrence
The Navy is also looking to modernize outdated IT and business frameworks, transitioning to mobile-friendly systems to enhance daily operations for active military personnel.
The initiative emphasizes transparency and accountability, striving for full audit compliance by fiscal year 2026. Recruitment processes will shift away from Diversity, Equity, and Inclusion policies, refocusing on merit-based access, while also better integrating reserves with active duty training.
In Guam, there will be significant infrastructure improvements to further enhance its strategic importance as a key player in the Indo-Pacific region.
Unified Approach to Welfare and Combat Readiness
“These changes are not mere discussions; they are crucial timelines,” Cao stated regarding the reforms. He expressed a commitment to ending bureaucratic inefficiencies and restoring a culture of excellence.
The overall initiative is designed to unify family welfare with combat preparations, guided by what Phelan refers to as “one quarterback, one playbook.” On Capitol Hill, Representative Jack Whitfield, from Texas, voiced Congressional support for a renewed emphasis on naval effectiveness and accountability.
Rapid Implementation and Service Quality
In closing, Phelan remarked, “This is about speed, standards, and services.” By addressing fundamental issues, the Navy aims to enhance its operational capabilities, ensuring that ships and aircraft can perform at their best.
As of now, neither Hegseth nor Phelan has publicly responded to requests for additional comments on these developments.
