An illegal immigrant released into the United States by President Joe Biden’s Department of Homeland Security (DHS) has been accused of killing a young woman on her 21st birthday in the sanctuary state of New York, prosecutors announced.
John Moises Chacaguasay Irbis, a 21-year-old illegal immigrant from Ecuador, was arrested in Syracuse, New York. Charged He was charged with second-degree murder and concealing a corpse.
Prosecutors say Chacaguasay-Irbis is accused of strangling Joseline Joana Toakisa to death on her 21st birthday, June 18, then dumping her body in a shallow grave in a Syracuse park.
Prosecutors said they had evidence that Chacaguasay Irbis and Toakiza knew each other from elementary school in Ecuador. It was unclear when Toakiza first came to the United States.
While being arraigned in Syracuse Criminal Court on Thursday, Chacaguasay-Irbis said he had no recollection of the events on the day in question because he was intoxicated.
Prosecutors said Chacaguasay-Irbis was the first illegal immigrant to cross the southern border near El Paso, Texas, in January 2023. After a short period of detention, Chacaguasay-Irbis was released onto U.S. soil from Department of Homeland Security custody, according to prosecutors.
Chacaguasay-Irbis is being held without bail at the Onondaga County Justice Center, but that could change after a second court hearing in early July.
