An illegal immigrant from El Salvador who was arrested and deported multiple times on DWI charges in Boulder, Colorado, was arrested again on suspicion of killing a mother and her child in a car crash in Colorado last month, police said. They say alcohol was involved.
The Bloomfield Police Department arrested Jose Guadalupe Menjivar-Arras, 37, on December 15, 2023, in connection with a fatal crash that occurred three days earlier at Main Street and Miramonte Boulevard.
The Toyota Tundra being driven by Menjivar Arras crashed into a Mazda CX-5 driven by 47-year-old Melissa Powell. Mr. Powell's son, Mr. Riordan, was also in the Mazda and both died in the accident.
Upon investigating the crash, detectives believed alcohol and speed contributed to the crash.

Menjivar-Arras was taken to a local hospital after the crash and upon release was booked into the Bloomfield County Jail and charged with vehicular homicide by reckless driving, vehicular homicide by DUI, and habitual traffic violation.
U.S. Immigration and Customs Enforcement (ICE) told FOX News Digital that Salvadoran national Menjivar Arras has been deported from the United States four times.
“ICE records indicate that the subject has been previously removed and does not take into account immigration law,” an ICE spokesperson said.

Menjivar-Arras was first convicted of drunk driving on August 4, 2007, and subsequently convicted of the same offense on December 7, 2016 and May 7, 2019. She was also convicted of drunk driving on September 16, 2007.
An immigration judge issued Mr. Menjivar-Arras' first removal order on April 14, 2009.
He was subsequently deported from the United States in June 2009, June 2013, November 2014, and January 2015.

Despite being deported, Menjivar-Arras continued to return home and was arrested multiple times, this time for allegedly killing a mother and her son.
According to ICE, the Denver field office filed an immigration detention complaint with Bloomfield County on Dec. 18, 2023.

ICE said, “As part of our daily operations, we target and arrest noncitizens who have committed crimes and other individuals who have violated our nation's immigration laws.” “All noncitizens, regardless of nationality, who violate U.S. immigration laws are subject to arrest, detention, and, if determined to be deportable by final order, may be deported from the United States.''
