Illegal immigrant previously convicted of child sex abuse arrested in Maryland

Officers from the Bureau of Enforcement and Deportation Enforcement arrested an illegal immigrant this week who has been convicted of child sexual abuse and several other crimes.

According to a report released Tuesday, the Baltimore Police Department’s Enforcement and Removal Operations Unit (ERO Baltimore) arrested Luis Portillo Enriquez, 39, of El Salvador, on June 10.

“Luis Portillo Enriquez has been convicted of sexually abusing children in Maryland,” ERO Baltimore Director Matthew Elliston said in a statement after his arrest. “He was a significant threat to the children in his Maryland neighborhoods.”

“ERO Baltimore continues to prioritize public safety by apprehending the most egregious criminal aliens and removing them from our communities,” Elliston continued. “We only target the worst offenders.”

According to reports, Portillo Enriquez was first charged with DUI in Baltimore County District Court on April 29, 2010. He was placed on probation prior to sentencing.

He was arrested and convicted again in the same court on September 13, 2017 for driving without a license. He was again placed on probation prior to sentencing.

He was arrested two more times in 2021, once for making a lane change to endanger and once for DUI.

Portillo Enriquez was arrested and charged for the fifth time by Baltimore police on March 1 of last year, this time for driving with a suspended license.

Less than two weeks later, on March 13, Baltimore Police arrested Portillo Enriquez and charged him with two counts of third-degree criminal sexual conduct, fourth-degree criminal sexual conduct, second-degree rape, second-degree child abuse, and sexual abuse of a minor in the same household or family.

He was convicted of sexual abuse of a minor within his household or household in August 2023 and sentenced to 25 years in prison. The Baltimore County Criminal Circuit Court suspended almost the entire sentence, allowing him to serve only 18 months in prison.

Portillo Enriquez was arrested in Ellicott City on June 10. He is in ERO custody awaiting trial before a Department of Justice immigration judge.
