Impacts of the FDA's Recent Decision on the Future of Nicotine Pouches

The FDA has recently authorized specific nicotine pouches for marketing, a move some analysts believe could eventually lead to a smoking ban in the U.S. This decision allows 20 ZYN products from Swedish Match USA to be sold with claims that using them instead of traditional cigarettes lowers the risk of various health issues, including oral cancer and heart disease.

Brett Koplau, the acting director at the FDA’s Center for Tobacco Products, stated that this review aims to equip adult smokers with clear, science-based information about the relative risks of tobacco products. The agency hopes that this initiative enables better informed choices among users.

David Clement, from the Consumer Choice Center, views this approval as a significant acknowledgment of the lower risk associated with these products compared to conventional cigarettes. He remarked that it is crucial for smokers seeking alternatives to be aware of these differences. He sees it as a step forward for overall harm reduction in tobacco marketing.

Currently, there are 26 nicotine pouch products recognized by the FDA. Clement believes that the increasing availability of these pouches, particularly flavored varieties, could pave the way for the U.S. to eventually become a smoke-free nation. He noted that such a milestone would mean achieving a smoking rate below 5%, which has only been seen in Sweden so far.

In 2025, Sweden aims to meet its smoking cessation goals. There has been notable adoption of ZYN pouches among figures from the Trump administration, including health officials. Recent studies, however, show that as of July 2024, only 2.9% of U.S. adults have tried nicotine pouches, with a mere 0.4% currently using them. Interestingly, many of those who do are still active cigarette smokers.

Looking ahead, global sales of nicotine pouches are projected to reach 23.4 billion units in 2024, reflecting a more than 50% increase from this year. Nevertheless, some health experts remain cautious, warning about potential cardiovascular risks associated with nicotine pouch usage. The trend of increasing use is reportedly rising most among younger demographics, despite being marketed to adults over 21.
