Rep. Andy Biggs (R-Ariz.) and Rep. Marjorie Taylor Greene (R-Ga.) announced Tuesday morning that they would violate the rule.

“No, I will not vote for the rules on Prime Minister Johnson’s package of bills that would provide billions more in funding for Ukraine and other foreign wars,” she wrote.
“If Joe Biden signs HR2 and Schumer holds a Mayorkas impeachment trial in the Senate, I would agree to vote yes on this rule only,” she quipped.
She accused Johnson of adopting what she sees as a “dirty quagmire strategy” and capitulating to the Democratic Party.
“Speaker Johnson is not holding the Democrats accountable, he is not leading the Republican majority, and he is actually accepting all the demands of the Democrats. And he is America’s last agenda item. using dirty mud tactics to push forward,” she wrote.
Because the Republican majority is just one vote, Johnson will have to work with Democrats to pass rules that would hold up the vote.
But Johnson faced a new and bigger challenge early Tuesday when Rep. Thomas Massie (R-Ky.) announced he would support Greene’s motion to step down as speaker. It’s the same mechanism used by Rep. Matt Gaetz (R-Florida) to oust former Speaker Kevin McCarthy in October, leaving him out of the chair for weeks before Johnson took the gavel. The House of Representatives followed.
