US Condemns Israeli Strike on Hamas Leaders in Qatar

The White House has issued an unusual public condemnation of Israel’s military actions against Hamas leaders in Qatar, resulting in a challenging position for Washington in an already complex relationship with both Israel and Qatar.

Typically, the Trump administration refrains from criticizing Israel’s military operations. However, analysts are questioning how much the US was aware of the strike beforehand and if it tacitly approved it.

Hamas has reported that five of its members were killed in the attack, although the intended target, part of the group’s negotiation team, survived. Security personnel in Qatar were also affected, emphasizing the risk of heightened tensions when Israeli operations impact US allies.

“There’s a lot we don’t know about when and what the US knew,” noted Daniel Benaim from the Middle East Institute. “But the President’s clear disappointment after such an incident is significant.” His remarks indicate that an official statement of this nature is noteworthy for its prominence.

Strike on Hamas Leadership

A few days ahead of the attack, Trump had issued an ultimatum to Hamas, urging them to accept US-backed proposals regarding hostages in Gaza. This led to speculation about whether the strike reflected US frustrations and whether Israel acted with some unspoken approval from Washington.

“It seems unlikely that Israel would have acted without some knowledge from the US,” said Michael Makovsky, head of the National Security Institute.

“Given that the US has a military base in Qatar, one would assume they had some awareness of the strike. If they knew, it raises further questions about why they didn’t act,” he added.

Following the strike, Trump criticized the outcome, stating it didn’t align with American or Israeli objectives.

The White House communicated with Qatari officials, claiming that they had received intelligence about the incoming strike. Qatar, however, denied having prior warning.

If the US had prior knowledge of the attack, it raises questions about American influence over Israel. Otherwise, how could Israel operate in US-controlled airspace without repercussions? Both scenarios pose risk for US-Qatar relations.

Qatar’s Retaliatory Threats

“Israel wouldn’t have proceeded without some approval from the US,” stated Dr. Joel Guzansky, a senior researcher at the Israeli National Security Institute. “The Trump administration’s desire to distance itself from the action is understandable due to its strong ties with Qatar.”

That relationship is grounded in military terms. Qatar hosts the largest US airbase abroad and purchases significant US weapons. Yet this did not prevent Israel from carrying out its attack. “There’s a major issue at stake; if the US wasn’t notified, then Israel potentially jeopardizes relations with Qatar,” Guzansky said.

Others argue that the US may have been more complicit than it admits. “The fact that US defenses weren’t activated against Israeli jets suggests that Washington might not oppose the strike as much as it claims,” remarked Ahmad Sharawi from the Democratic Defense Foundation.

In contrast, Qatar’s international media office dismissed claims about reevaluating its security partnership with the US as “decisively false,” calling it an unsuccessful attempt to create discord between the two nations.

Tensions in the Gulf

The ramifications extend beyond Washington and Doha, as the strike could disrupt delicate relations between Israel, the US, and Gulf nations, particularly Saudi Arabia. Saudi Arabia faces ongoing pressure to engage more closely with Israel through agreements brokered by the US.

“Local power dynamics are shifting,” Benaim observed. “Gulf nations are concerned about threats from Iran, especially as Israel has been increasingly active in the region.”

There’s a stark contrast in objectives. Gulf leaders seek stability and development, aiming to transform their states into investment and tourism hubs. Meanwhile, Israel appears to be intensifying conflicts with Iran across various fronts.

While Gulf nations prioritize economic resurgence, they are wary of an image tainted by violence. “Israel may underestimate the solidarity among Gulf nations, which could slow normalization efforts, even if it doesn’t completely derail them,” remarked a former State Department official.

Some argue that Gulf leaders’ response to Israel’s actions is less about Israel itself and more about the broader implications of military strikes on GCC territory. “The reactions stem partly from the context that these attacks were carried out on fellow GCC members,” Sharawi explained.

Qatar’s Diplomatic Balancing Act

The recent strike presents Qatar with both vulnerabilities and opportunities. It cannot appear passive in the face of foreign attacks on its soil, which could lead to diplomatic maneuvers or even limited economic actions against Israel.

On the other hand, Qatar has historically leveraged crises to enhance its negotiating position. “Qatar aims to reassert its role as a mediator, particularly after earning goodwill from the US,” Xansky noted.

Essentially, Qatar’s public outrage may coexist with a strategic return to diplomacy, reinforcing its significance in ongoing negotiations.

Sharawi pointed out that the circumstances surrounding Qatar’s involvement with Hamas complicate its position. “While Qatar may be seen as a victim, it has played a role by providing a safe haven for Hamas,” he remarked. “Gulf leaders are quietly critical of Qatar’s hosting of the group, but many recognize the rationale behind Israel’s actions.”

Earlier, Fox News’ Brian Kilmeade suggested that Qatar appeared to side with Hamas rather than simply acting as a mediator.

“When one party attacks our sovereignty, especially in residential areas where Qatari citizens live, it’s tough to maintain a calm demeanor,” he stated.

Reaction from Iran and the Region

The Doha strike also underscores discrepancies in regional reactions. For instance, after an Iranian attack on the US base earlier this year, the Gulf’s response was muted. In contrast, the criticism of the Israeli attack was immediate and robust.

There was limited support for Qatar after the Iranian attack, leading to a stronger condemnation of Israel from Arab leaders.

While Gulf nations are cautious about escalating tensions with Tehran, critiquing Israel typically carries fewer risks. This dynamic provides Qatar an opportunity to highlight both its sovereignty and its decision to host Hamas.

Implications for Normalization Efforts

Israel’s military capabilities are evident, but its actions may have inadvertently branded it as an unstable force in the region when Gulf nations are striving for calm.

The survival of Hamas leaders amid the attack, coupled with the loss of Qatari guards, may further complicate Qatar’s diplomatic stance, leaving Israel with unanswered goals from the strike.
