Kamala Harris' Close Team Prepared a 'Red File' for Her to Take Over from Biden — a Year Before It Occurred

Harris Reveals Transition Plans for Biden’s 2024 Withdrawal

A close adviser to Kamala Harris previously drafted a document known as the “Red File,” outlining a transition strategy for President Biden’s exit from the 2024 election. This information is discussed in her newly published book, “107 Days.”

Harris described how her brother-in-law, Tony West, who served as deputy attorney general under Obama, created an initial plan for the first 24 to 48 hours in the event that there was a significant change in Biden’s candidacy.

In her book, she shares, “West suggested that it would feel like cheating on my part if something were to occur. Through the first 25 calls, I was contemplating the timing for my initial statements to global leaders and political peers, as well as the protocols for the transition.”

She noted that after Biden’s poor debate performance in late June 2024, West began revising the “Red Files” following Biden’s eventual drop out from the race the next month.

Reflecting on the June 27 debate, Harris described Trump’s approach as “unbearable to the truth,” criticizing him for wielding words as if they were weapons. She expressed that Biden’s attempts at accuracy often led to him being hesitant and unclear, despite his deep understanding of key policy issues.

On July 21, 2024, she recounted a day filled with tension as they awaited a critical call from Biden, who was understandably anxious as news of his withdrawal started to surface. “Joe insisted we didn’t delay the announcement of his dropout,” she added.
