Lord David Evans, 82, of Watford, offered access to the minister during a discussion about commercial transactions, a secret investigation can reveal.
Lord Evans has been documented as a guardian masked reporter who pretended to be a real estate developer seeking to lobby the government on how to approach Deputy Prime Minister and Housing Secretary Angela Rayner.
An online meeting with Lord Evans took place six days before Christmas. It followed weeks of messages and two previous Zoom calls with his son Richard Evans about sponsorship.
In these previous discussions, Richard, 56, proposed creating opportunities along with events to meet Congressional pastors. He revealed that he had to first realize a £25,000 payment to his company for sponsorship.

In response to the investigation, Lord Evans said: “As far as I know, I have not broken the rules of the lord's house and have not made any personal benefits.”
He added: He said he never approached Rayner to speak at any event.
Richard Evans said the venture was not “profit-driven,” but “a commitment to strengthening the construction industry.”
A labor spokesman said Angela Rayner was not aware of the activities of these individuals or in any way involved with them.
