South Korea’s President Aims to Ease Tensions with North

South Korea’s newly elected liberal president, Lee Jae Myung, revealed plans on Friday to halt military operations along the border with North Korea and to bring back a 2018 military agreement aimed at reducing tensions.

Speaking during the 80th anniversary celebration of South Korea’s liberation from Japanese rule, President Lee emphasized his intention to restore the comprehensive military agreement established on September 19, 2018. “Everyone knows that long-standing hostility benefits people in both Koreas,” he remarked.

The military agreement initially aimed to reduce operations at the shared border, creating buffer zones both on land and at sea and establishing no-fly areas to prevent conflicts. It also allowed for military training to be conducted further from the border and led to the dismantling of several guard posts in the demilitarized zone.

Although this deal was signed during the inter-Korean summit in 2018, it eventually collapsed due to ongoing tensions. Lee has called for a response from North Korea to South Korea’s efforts to rebuild trust and revive dialogue, but it remains uncertain how Pyongyang will react.

In recent weeks, North Korean officials have dismissed various initiatives proposed by Lee to ease the ongoing tensions. The new South Korean president pointed out measures taken to reduce strain, such as putting a stop to anti-North Korean propaganda by activists and halting cross-border loudspeaker broadcasts.

“We will take proactive steps to bring back the September 19 military agreement. This is particularly important for preventing accidental clashes and fostering military trust,” Lee stated.

Additionally, Lee expressed hope that North Korea would respond positively to Seoul’s attempts at rebuilding trust and reintroducing dialogue. However, it’s still unclear if his efforts will yield any return.

Last June, former President Yoon Sook Yeol announced the complete suspension of the military agreement following incidents of North Korea sending balloons filled with trash across the border. North Korea officially exited the agreement in November 2023.
