Legislature Approves Measure Aiming at Universities’ Connections to Chinese Influence Centers

House Passes Bill on University Partnerships with China

On Wednesday afternoon, the House of Representatives voted to pass a bill aimed at ensuring that universities maintain their partnerships with Chinese government-backed organizations, such as the Confucius Institute, with a vote of 266 to 153.

This legislation, led by Texas Republican Pfluger, restricts funding from the Department of Homeland Security to universities engaged with these entities deemed “China’s Concerns” or affiliated with the Confucius Institute. Lawmakers from both parties have accused the Confucius Institute of acting as a conduit for Chinese Communist Party (CCP) propaganda and espionage in American educational institutions.

Pfluger expressed his concerns, stating, “Our enemies should not have a direct line to our classrooms funded by taxpayers. While pretending to promote Chinese language and culture, the Confucius Institute has been subtly undermining the future leaders of our nation for years. It involves itself in research and cross-border oppression. Today’s law is a significant step for our national security and the protection of future generations.”

The Confucius Institute has drawn criticism for allegedly promoting CCP propaganda while masquerading as an educational initiative aimed at spreading Chinese culture. Detractors point out that this supposed educational organization often engages in censorship and suppresses unfavorable viewpoints regarding the CCP.

Previously, the 2021 National Defense Authorization Act, which was negated by President Trump at the end of his first term, aimed to prevent Department of Defense funding from supporting universities with Confucius Institutes.

In 2019, over 100 of these institutes were active in U.S. universities, but by 2023, only five remained operational, according to a report by the Government Accountability Office.

During a Homeland Security Subcommittee hearing in March, Craig Singleton from the Democracy Foundation warned representatives that the Confucius Institute continues to pose a threat. He noted, “They’ve just rebranded themselves, and will now operate under new, harder-to-trace names. We should be very worried about free speech on college campuses, as there’s significant evidence that the FBI and Confucius Institute are used to suppress dissent and organized protests against speakers advocating for Chinese human rights, like the Dalai Lama.”

A separate bill, also sponsored by Pfluger, was passed in the House in September but was not taken up by the Democratic-controlled Senate led by Chuck Schumer.
